troubleshooting Question

I am using #IF DEBUG THEN in a VB.Net Project   .Net 3.5
and for some reason it is not working??  It is not causing an error but it is being ignored.
Intelligsence is not showing DEBUG as a choice...

In a second solution, the same thing works just fine.  

Any Ideas?
