iFrame Not revealing in IE

I have searched hard this morning trying to get a simple nested iframe which reveals and responds perfectly with form action as to be expected in Safari and FireFox but it does not show up in Internet Explorer no matter what I try to think of.

In troubleshooting I have attempted to streamline the accompanying code as much as possible to pinpoint a solution.

I suspect since I do not have complete control of the parent page and its dynamic assembled code that compiles in a sense and finally loads at Server runtime request of the page, there must be some form of onload conflict going on that conflicts with my iframe instruction and prohibits from effectively loading.

Thanks for any advise or direction in advance.
