RSS feeds

Ok I posted something similiar to this before but I thought it was solved apparently not.  I use office 2007 on all my systems in the office.  They were all installed with a customized admin install.  I noticed that for some reason the RSS feed feature for outlook is not available.  I found a way to turn it on through group policy for the machines that are members of our domain.  The way I did that was to disable the feature that turns rss feeds off.  

The problem is I have a few machines that are not members of the domain and therefore can not be enforced by group policy.  I tried to edit the .msp file so that is disabled the "turn rss feeds off" feature then uninstall and reinstall but it still won't turn on RSS.

Any ideas?
