Outlook 2003 Hangs when Replying or Forwarding

I have a user who, when replying to a message in Outlook 2003, gets an error message "Starting Microsoft Word 2003 as your email editor" and it hangs. Sometimes it shows this message, other times not, but it always hangs at this point. I've tried a detect and repair on both Word and Outlook, I've also tried uninstalling and reinstalling the entire Office 2003, I've also updated Office to SP3 with all patches to no avail. I started Outlook in Safe Mode and I was able to reply successfully. However, it still will not allow a reply otherwise.
After clicking reply, I look in the task manager and winword.exe is showing, so it does start up as a process, but it hangs.
Also, when I run Word 2003 regularly, outside of Outlook, it starts up fine and functions normally.
Under Tools>Options>Mail Format, I have "Use Microsoft Office Word 2003 to edit e-mail messages" checked (this gets unchecked in safe mode, which is probably why it works), and to read Rich Text e-mail messages UNchecked. It's also set to compose messages in HTML.
Any help/ideas are much appreciated.
