Group policy in AD 2000/2003

I have one domain level group policy which sets certain proxy addresss in Internet Explorer, this policy is applying all the way down to all users / computer accounts under all OUs,

however i have created another policy for few servers in perticular OU in the tree, which needs to be on different proxy address but what happening is that both policies are applying as i can see by doing gpresult. but those servers are getting proxy address defined in the domain level policy even though i have block interheritance and enforced options are ticked on the second policy. please advice how can i fix it. thanks
