IE 7.0

How do I turn on the add-ons for IE 7.0? When I go to tools then try to click Manage Add-ons the option is grayed out.
I'm on Windows XP SP2

Are you a Domain or a standard user?
You probably do not have permissions to modify.
You can reset the restriction key in the registry

HKLM (HKCU) \SOFTWARE\Policies\Microsoft\Internet Explorer
\Restrictions

and set NoExtensionManagement to zero.

However, if you are a domain user, the policy will just be reapplied when policy is refreshed.  Also, are you a local admin on the PC?

A domain user with admin right for the computer.  Could Firiefox conflict with it?
