Is there a way to setup a web email account on Server 2003 without using Exchange Server?

I recently setup a Mail Server on my Server 2003 but I find  myself finding out that I have configure Windows Mail or Outlook Express on every machine in order to see the emails.

Is there a way to setup a web email so that  I do not have manually setup each account on a workstation or laptop?
