Create a SFTP user

Im trying to create a sftp user in a red hat server, i have root access to the server

Ive created an user using this command
useradd -d /folder -s /bin/bash sftpuser

i can create the shell user and can connect through  a ftp client using sftp protocol but i wanna know if its possible to define the user to only one folder and cannot access to upper level path
