Cannot copy files to C:\Windows\Downloaded Program Files folder.
I am trying to add ActiveX controls to our XP workstations for our Project Server implimentation and it requires me to extract a few.ccx and .dll files from 2 .cab files to the C:\Windows\Downloaded Program Files folder. However, I am unable to do this. I cannot even copy/paste any file type to or from this folder. It has an internet explorer "E" on the folder and does not allow me to change permisions other than to uncheck "read only" (which promptly reverts back to read-only as soon as I attempt to save the change).
This problem exists if I'm logged in as a Domain Admin, and even a Local Admin. Any ideas why I am unable to add/copy/delete/move files to and from this folder?
*NOTE: I attempted a file copy via CMD line with no success either. And I do not get any error messages when Iattempt a Copy/Paste/drag-drop to this folder.

This is actually an volume cache location.
So not really considered a folder as such but more like a temporary repository for Downloaded objects. Similar to the Tasks folder in the Windows Folder or Offline Web Pages.

But, I know what the folder is used for, what I do not get is "Why" would a program
Outside of Microsoft Update site, want to use it for?
As far as I am aware, (Could be wrong) but, Microsoft Update is the only site that uses this Folder

That is why I stated what I did.

Well it's Microsoft Project Server that our Admin staff is setting up with the help of a consultant. The consultant's request states that these ActiveX controls are required on all desktop PC's that will need to access the Project Server Web Acess to update/view the project plans. In addition to these ActiveX controls, each PC requires the installation of MS SQL Server 2005 Analysis Services 9.0 OLE DB Provider.
Does this sound suspicious and warrent me questioning this consultant about the location they said to add these files?

Is there anyway for you to download the ActiveX files from Internet Explorer?
From the IE properties you will see under the Temporary Internet Files section and then under Settings that there is a View Objects button.
That opens up Downloaded Program Files.
I am thinking that if you can download the controls through your browser it will place them in there.

They just instruct us to connect to the Project Server, then copy the files from a location within the program files folder on the server.

The solution was a work around, but provided me insight on how to get around the problem.

That is weird how some program wants you to add files to this location, that is strange.
Never heard that one before.
