How to start ncpa.cpl (Network Connections control panel applet) with administrator privileges.
I want to be able to change IP address and other network parameters being logged with user privileges.
When I start ncpa.cpl as administrator - explorer window with disk c: opens instead of Network connection control panel applet.
I checked it on two different systems.

This is how I do this task I dont know that it is necessarily easy but it is scriptable to a degree and you dont have to log users off to do it.  Click start > Run> the type runas /user:domain\userid cmd
you will be prompted for the account password then if you enter it right a command prompt will be launched.  at the command line you can manipulate the network settings by utilizing the netsh command.  if you want you can couple this with pstools and then you can manipulate the network settings of a remote machine and the remote user is none the wiser.  we have recently had to push dns changes and this is how i do it in a batch file that contains commands like the following
psexec \\machinename netsh interface ip add dns "Local Area Connection" x.x.x.x

We can use IE6 for this tasks. But now a lot of users use IE7. And Unfortunately!!! I can not go to disk c: or some other local location with IE7.

So we need explorer.exe for this purposes.
I check checkbox -Lunch folder window in a separate process- (I can start Folder options as administrator using runas menu)
When I type command
runas.exe /netonly /user:Domain\username "explorer /e,/root,c:" - disk c: openes but Not within admin account.
Why doesn't it start with admin account?

Ok I close this question. This article presents a partial solution - using Internet explorer 6. About explorer.exe I will open another question.
