Scriptable firewall for Windows (not Windows Firewall)

Is there something like an iptables for windows that would allow you to have a SIMPLE script of rules that you could flush the firewall, run the script and have the firewall going...like iptables does on Linux?

PLEASE NOTE: I do NOT want to know about how to script Windows Firewall. Any such answers will be rejected.

Does anyone know of an iptables for Windows or something similar that I can script?
