Flash update problem

Hello,
I am using Windows Vista and I keep getting a popup from User Account control on my flash player.  I have uninstalled flash and reinstalled it and am able to view all websites with flash content.  The problem is that evertime I enter a page with flash content, The following pup-up keeps displaying on my screen (see below).  I OK it (continue) and it goes away. Then it jumps in again and again. If I choose cancel, it goes away and I can view the page for awhile then when I click another link it comes up again.
