PC won't boot

I upgraded my daughters desktop (mb GA-EX38-DQ6) from Core" 2 Quad Q6600 to Core" 2 Quad Q9650. I updated the bios to F4B. When I try to boot, the fans start for a couple of seconds then turn off, start for a couple of seconds then turn off, etc... I put in a new power supply with no change.

Check that everything is properly connected together.

You could try take out the battery from the motherboard for a few seconds to reset BIOS.

See if the CPU FAN is firmly in-place, and that the CPU is correctly seated in place.
Hi 1-2,

From reading your question, you say the computer fans turn on then turn's off is it just the fans or is it the fans and the whole computer?

Is there enough time to go into Safe Mode?

What I would do is, double check and make sure that the new CPU is inserted properly, make sure there's no pins broke, missing and/or bent.

After you have checked and everything looks good, take out the new CPU and put the new one back in, if the old CPU works, it's possible that the new CPU is faulty.
Correcting my sentence.

930913: All is properly connected, and I previously reset bios. no fix

zvitam: The CPU FAN is firmly in-place, and the CPU is correctly seated.

JeremySBrown: The lights on the mb come on, the fans spin, the dvd light comes on, then it stops and restarts the same sequence. It doesn't run long enough to even display anything on the screen. The cpu is inserteed properly and a Q9650 doesn't have any pins. I've put the old one back in, same problem.

Oop! Correct, what I should of said if your CPU HAVE ANY pins. I couldn't remember off the top of my head if the Intel Quads have pins or not, my fault.

It was a moptherboard issue. I replaced the motherboard.

I asked, if the Author had another motherboard (mobo) around for further testing, stating that it could be a motherboard (mobo) issue. The Author said it was a motherboard issue, and the problem is fixed.
