Prevent deletion of folder while users are accessing the folder

I have a shared folder on Windows Server 2003. If one user is inside of a subfolder in that share and at the same time another user tries to delete that subfolder, it will let the user delete the folder even though there's another user inside of the folder.  I would expect for the user who's trying to delete to get a message to the effect of "Cannot delete x folder: It is currently in use..."  For the user that inside the folder, the folder closes(disappears) from their screen when the other user deletes it.  Why is Windows not preventing the deletion?  How do I fix?

The following is an article on how to allow deletion to happen. I know that you are looking for the deletion to not occur, but maybe by looking at the steps in the link, you can check them against your own settings and come up with a solution.

You definitely have to Restrict users from deleting the folders using NTFS security orelse you have to make use of 3rd party tools to achieve this

I would think this could be done without a 3rd party tool.  If I remember correctly, if I have a file/folder open & someone else tries to delete that file/folder when i have it open Windows shouldn't allow it by default.
Your help has saved me hundreds of hours of internet surfing.
