It had nothing to do with folder structure however the import-mailbox was accurate

I have imported a pst file into exchange 2007 using powershell and all went well however, all the folders that were visible in outlook are no longer there. It appears as though all the emails from the folders have been dumped straight into the inbox rather than in there respective folder when the inbox is expanded.<br />
