SBS 2003 R2 Modem Installation - Windows was unable to install the modem?

I am having a significant problem with a migration from an old SBS box to a new hardware platford - we have completely finished the installation and the old sbs box is correctly removed from the domain and the last hurdle is to get the SBS fax service up on the new box. However when I try and install the fax modem on the new server I get a popup message saying that Windows was unable to install the modem. I also get an error in the event log from the "PlugPlayManager" Event ID 256 that corresponds to the timing of the installation of the modem:

Timed out sending notification of device interface change to window of "ModemDeviceChange"

The modem is a brand new USR 5631A and I am using the latest drivers from this USR Page:

I think the problem may be related to Plug and PLay on the server, but have no other plug and play devices to check with...nor do I really want to disable something that may be required at a later date...

Does anyone have any ideas as I am under significant pressue to get this last part up and running?
