Creating/implementing a Composite key

I have a composite key created in a look up table. It is comprised of two fields. I'm using this table as a domain table. When I reference this lookup table to my other table, can I reference only one of the fields?

I do not want to foreign key the second field. Is this possible? Or do I have to foreign both parts of the composite key?
