How to set up an FTP site then access in windows 2003

Ihave a windows 2003 FTp server, using one IP adress I need to set up a slew of folders that several people need access to just their folder to transfer files.
I set up virtual FTP directory , set it to Isolate users, set the folder to root directory
How do Iset a user name and password that when you type FTP:// address it takes you to that root folder.?

Create a folder per user inside the root ftp folder and set permission on each folder.
After that give the user the complete path : ftp://ftp.server.local/username

maybe my disconnect is the permissions, do Ihave to create a local user account for each folder? and does the folder have to be named the same as the user account.for example I would in users and groups create a user named TEST
the on the root of the defaultftp create a folder named test and give that account read and write to it.
Does that have to be a Virtual site under the Default ftp or in windows explorer can Icreate a folder named test and give the user TEST read and write there.
Then the url would be FTP:??ftp.server.com/TEST??
I am not sure of how you would differ the folders when using the url..

Give folder(s) name you want, it's not a problem. You can use group and set permission on a folder for a group or directly for a user.
If you set read permission for a group, user of the group would be able read the content of the ftp folder.
ftp://ftp.server.local = root of the ftp folder
ftp://ftp.server.local/folderxyz = folderxyz in the root ftp folder.

I set up a folder under FTProot
and created a user account on the machine
I gave user account read and write to the folder it uses Machine\useraccount
when I try and ftp://Server/Folder
I get
530 User USER cannot log in, home directory inaccessible.

did I miss something?

You must give "list folder contents" permissions to the users/group on the root ftp folder.
