I would try a repair installation. Start the setup from office 2007 and choose repair. I guess some connection in the registry is broken, possibly because of a cleanup tool.

Do you have "Windows Live" installed? If so, try removing it.

Does this happen with .doc and .docx? What if you set a .txt file to open with Word 2007 defaultly, will it work then with a txt file?
Right click the file in outlook and save the file to your desktop.  Then on the desktop right click the file and choose open with and click choose program.  Click Word and check mark the Always use the selected program.

After this try on open the file from Outlook again.

If you open Word, click on the office button, click Open, and navigate to a file does it open then? If so then open a DOS prompt and type the following path to the Word executable file. It may differ then what I have put in my path:

"C:\Programs and Files\Microsoft Office\Office12\Winword.exe" /unregserver
(there is a space after exe)

After that completes then run this command:

"C:\Program Files\Microsoft Office\Office12\Winword.exe" /regserver
