A9: Individuals are nominated for the MVP Award by their peers or by Microsoft, based on their contributions during the previous year to offline or online technical communities. Each nominee's contributions are then compared to the other candidates' contributions for the same year to determine who will receive the award.

how do i contribute to be a mvp?
Development, MS technical advocacy, community training, workshops, etc.  If you have proven that you have contributed to the technical community in any number of ways, your work will be judged against other candidates for the year.  
Oh, an obvious oversight, contribution to sites like EE are a bonus as well  ;)
