troubleshooting Question

DatePicker not being displayed in Internet Explorer

I have an page which displays a crystal report. The crystal report prompts the users for a date. Everything works fine in Mozilla Firefox. However, I am unable to get this prompt to work in Internet Explorer. the datepicker icon only shows a box that says 'calendar' with a red 'X'.
I have done the following:
Verified it works in Firefox
installed all latest updates on Windows 2003 Server box.
installed IE 8 (I received error on all previous versions also)
running latest version of java
