troubleshooting Question

query that compares a couple of different things

I have two tables Parcel and Appeal. Each Parcel has a value.
Each parcel has 0, 1 or more Appeal rows.
Each Appeal row may have a value or it may not (can be null).
The Appeal table has a SequenceNo column.

I want to select the following:
Parcels with Appeals where the Appeal.Value is different from the Parcel.Value
Parcels with Appeals where the Appeal.Value of one row is different from another Appeal row's Value, ordering them by SequenceNo.

I want to exclude Parcels with no Appeals or only Appeals with null values.
