Copy user account information from a windows 2000 server to a windows 2003 server

Senerio:  We have a Windows 2000 server that runs a web application.  The server is not a member of a domain only a workgroup.  There are about 150 local users on the server who only access the web application.  Never logon to the server console.  The users only belong to one additional group besides Users and Everyone.
We are upgrading the hardware to a new server and will be installing Windows 2003 server.  Is there a way to copy the account information including the passwords from the W2K server to the W23 server?  Can the System State information stored using an NTBackup be used?  I do not have the new server setup at this point.  I am only looking for information on how to do this without having to request the passwords from the user and then manually setting up the accounts.

Active directory/joining a domain is not an option.  This is a web server hosted at an off-site ISP that we will be upgrading the hardware and OS.  An inplace upgrade is not really an option.

I am looking for a method to install W23 on the new hardware and copy the user account information (including the passwords) from an existing W2K server to the W23 server.

I eventually found a software package from WinZero (ServerMigrator) that allowed me to copy the user credentials.  It also has the capability to copy data and permissions if necessary
