Dynamically postion a group of object

Hi Expert,
I have a group of controls say textbox,linkbutton,button.
Each group of control corresponds to a specific scenario.
If a certain scenario happens,  a group for this scenario is made visible for
user to select options.
At startup, i made these group invisible.
During run time, if a scenario occurs, I let a group for this scenario visible.
Since sometimes only one scenario occurs, and because I put all these group
controls on the web page, it leaves a big space on the web page.
And these empty spaces don't look good .
My question:
1- Is there a better way to design like I told you.

2- How can I dynamically postion these group controls so that
   it does not leave an empty spaces?
