Not sure how much it will help you, but the error code of 0x800CCC0B means that the Server or mail drop is busy

http://support.microsoft.com/kb/942495

Also, reading extracts from the following

http://www.vistax64.com/live-mail/152023-cannot-send-e-mails.html

It says that in Windows Mail, unknown errors are often due to interference
from an antivirus or antispam program - Try turning them off, to see if you still get the error?

Yeah,

I turned off my Anti Virus program but still got error.

I've tested the same settings in Mozilla Thunderbird, they're working in it. Don't know what's problem with Windows Live Mail.

In Accounts> Properties
Make sure that you have checked "My Outgoing sever requires authetication" and "use same settings as my incoming mail server" in the advance tab.
