So, the issue is purely with the Outlook clients? Is it all users or select ones? Have you tried making a new Outlook mail profile pointing to the new server? Does OWA to your 2007 server work and are mailboxes accessible? Did you replicate over the free/busy, eforms etc. system public folders?

Yes Outlook only (all of them)
The profile is pointing to the new server
OWA is working fine for all users.
How to check if "replicate over the free/busy, eforms etc. system public folders" is done?
From your SBS2003, open ESM and expand down to your public folders. Right-click the root public folder & select view system folders. Get properties > replication on the eforms registry, offline address book, schedule free/busy - check if your new SBS2008 server is listed under the replication tab.
