Need GPO for IE 6

I need a gpo to uncheck a box in Internet Explorer 6 for Reuse windows for launching shortcuts.  I've been though Group Policy time and time again and I see not such setting.  I'm using server 2003 standard.

I'll even take a registry hack that I can distribute to everyone.
I'm trying to write my own ADM file for IE.  This is what I have but I keep getting the following error:

Error 51
Found: VALUEON
Expected: KEYNAME, CATEGORY, POLICY, END, EXPLAIN

can anyone help here?

In group policy/windows settings/security/registry, you are able to select keys.  How in the world can you modify or add something??????
