This indicates a problem with communication between the DNS server and active directory. Is this server set to use itself as the primary DNS server? If it's not a domain controller, have you confirmed that active directory is running and replicating properly on this server?  Sometimes, this error may appear once during a reboot of the server, which simply indicates that the DNS service tried to start before active directory was fully initialized.  If that's the case, and DNS starts and runs properly after the startup processes are finished, then you can ignore it.

so i am guessing that it is what you said,
that DNS tried starting before the Active Directory?

How do I check that Active Directory is running and replicating properly?
I opened the Active Directory Sites and Services | Active Directory Domains and Trusts
and there does not seem to be any errors? Everything looks normal, but i do not see any log info either of those
To make absolutely sure, open a command prompt and run dcdiag. This will test your domain to make sure that all active directory roles are working properly. If you want, you can pipe out the results to a file so that in case there's anything that looks questionable, you can post the results here:\
dcdiag /f:c:\dcdiag.txt
You can substitute whatever path and file name you want after the "f:".
