Blackberry Activation BES Cannot activate user

I have a user who we cannot activate at all.  The unit can browse the web make calls ect.  When we try to activate it always timeouts. The mailbox is receiving the activation email but it just sits there never leaving the box.  We have tried removing and readding the user we have tried another blackberry unit with the same result.  This is affecting only this single user on our system of about 60 blackberry units.

Check the phones plan.  Make sure they enabled it for blackberry and not just data.

You can also remove the user from the bes and wipe the handheld and try again.

We have removed the user from the bes and wiped the handhelds a couple of times now in the process of troubleshooting this error.  The unit was working and suddenly stopped. We have contacted Verizon the carrier on this issue for support, however I don't know that we ever had them double check the users plan and knowing them  that is well worth the time to do. We can only hope its thats simple a fix!

Normally if his is a carrier plan problem, you will not even see the Enterprise Activation option. Have you tried restarting all of the blackberry services on your BES server? Sometimes you need to do that even though only a particular user is affected.

Plan is ok no issue there. Restarted services and after even rebooted the server itself. Issue remains. Unable to activate this single user.
check the blackberry account rights to the user mailbox, compare it to one of the users that's working / newly activated.
