Installation Error for Windows Installer v4.5 with Windows 2008 Server Standard

I am trying to install Windows Installer v4.5 on a Windows 2008 Standard Server machibe.  I downloaded the file x64 Platform: Windows6.0-KB942288-v2-x64.msu from http://www.microsoft.com/downloads/details.aspx?FamilyId=5A58B56F-60B6-4412-95B9-54D056D6F9F4&displaylang=en

However, when I try and install it, I get the following message "The update does not apply to your system."

That's the link for the 64bit installer have you got 64bit version of windows?

Try downloading the 32bit version: http://www.microsoft.com/downloadS/details.aspx?familyid=5A58B56F-60B6-4412-95B9-54D056D6F9F4&displaylang=en

Yes, I am using the 64 bit version of Windows.  Sorry I didnt mention that in my initial question.

check programs and features, is it already instaled?

It is not listed under "Programs & Features" but there was a service.  The service was not started, so I set it to automatic and rebooted.  I am still getting the same error, now that the service is started.

if you run the following 2 commands what is returned:

winver
msiexec /?

Windows Standard 2008 v6.0 Build 6002:SP2

Windows Installer v4.5.6002.18005

So, this implies Windows Installer v4.5 is already loaded but when I try and install a package with Windows Installer, I get :"Windows Installation Service could not be accessed.  This error can occur if in Safe Mode or Windows Installer is not correctly installed."

Yep definately got 4.5 already instaled.

Can you check method 1 in this link: http://support.microsoft.com/kb/315346
It says WIndows 2003 but the method is the same.

Please try with windows cleanup utility. Definitely would help you.

Cleanup Utility does not work if Windows Installer does not work.
However, here is the solution.  I had to delete the SysWow64 entry in the registry under Windows Installer.  It was SysWow64 = 1, which told Windows Installer it was on a 32-bit machine.  Once I removed the registry entry, it worked fine.
