Server Recommendation to serve video streams

I need experts advice. I am planning to put up a video streaming server for our Local Network.
>>Video will be in SD format (640x480) originally encoded in wmv but will be converted to flv to serve dual format.
>>Around 2-4Mbps bitrate (varies from file to file)
>>Both format will be embedded in webpage to be access locally to avoid easy download
>>Around 50 simultaneous viewers
>>Most user will connect via wireless interface

I would need server configuration suited for the purpose. Dell or HP preferred. (Please give some suggestions)

My plan on setting it up.
>>Install windows Server
>>Install xampp for serving the script, database and pages

I'm also thinking of using Linux but I haven't tried it yet. Is it hard to setup and secure?
