New install of phpmyadmin 3.2.2.1 not working correctly

I just got Apache, PHP and MySQL working and tested on Windows XP. I have MySQL running on one server and have phpmyadmin 3.2.2.1 installed on a web server. From the webserver, I can use mysql.exe and connect up and login, so I know that the MySQL server is configured correctly and accessible from the web server that phpmyadmin is installed on. When I open up phpmyadmin, i get a user/pass prompt, even though it is configured to use the config file. If I enter the user/pass anyways, it hangs for a few minutes and then I get a blank page. I then have to clear history in order to get rid of the blank page. It would seem that a PHP session is started, even though I have it set to use a config file. I did create a config folder in the root folder of the phpmyadmin folder and the config.inc.php file is in that folder. I manually verified the host ip, user and pass and as I said above, the ip, user and pass work when I log in via command line from this same server. Any suggestions would be appreciated
