Exmerge Mailbox Security Issue

We recently changed out our servers in the office with new ones.  We used Exmerge on our old Exchange 2003 server to extract the mailbox information for all of our users.  We setup the new Exchange Server 2003 and loaded Exmerge.  We keep getting errors when we try to import the PST files from the previous export.  I know it has to do with permissions on the mailboxes.  We login in to the Exchange server with the Administrator account.  I am unsure of what we must to do to give the administrator account send and receive permissions to all of the mailboxes in order to get the import to work.

It does sound like there could be a permission issue, especially with the new Exchange Server 2003 environment.  Did you go through the steps for ensuring the administrator account had delegated control for the Exchange 2003 organization?
