You cannot do this, you need to use an Outlook client and then move the public folder structure to the newly created public folder in your Exchange 2007 environment.

i need few more details on this,  as we imported PST files on server using Power shell,  cant we import  Public folder backup using commands, if so why. how it works genrally ?

No you cannot use powershell for the public folders. You can use the Import-Mailbox command for PST's that hold user mailbox data, but not for public folder.
