Cannot open public folders through Outlook 2003

We have: Windows 2K3 + Exchange 2003SP2

Never had problems before, everything was working, but now outlook2003 users cannot open public folders. Although we can open the public folders through http://name_server/public. Already have checked the store with eseutil and isinteg. No problems at all. Through Exchange system manager I can see the public folders, the correct permissions (administrator has full control),  can see size, items, ...
The correct error is= unable to expand the folder. The set of folders could not be opened.

If I am in ExchSysMan and want to see the client permissions of a public folder item I get the error: attempt to log on to the Micrsoft Exchange Server has failed. The mapi provider failed.....

Who has any advice for me?

Download the Exchange Best Practices Analyzer from http://www.microsoft.com/downloads/details.aspx?familyid=dbab201f-4bee-4943-ac22-e2ddbd258df3&displaylang=en and then  run a Health Check and let us know if you have any relevant issues listed in there..Further are there any relavant events in the app logs on the server?
Restart the system attendant service on the server and then check if the issue persists....
Could you post the exact error code you get while expanding the Public Folders in Exchange System Manager........

all stores are online and working. pf is working through http://nameserver/public. (no success)
To apache19 :
- analyzer told me there was no siteFolderName: repaired it and did a reboot (no success).
- app logs : *  msexchangeIS mailbox event id 7200 "background thread FDoUpdateCatalog halted on database.." * MSExchangeFBPublish eventid 8197 error initializing for virtual machine. Error is 0x8004011d. make sure store is running.
- expanding public folders in Exch Sytem Manager (opening is succesful): when I open a PF, and go to the properties and go to the tab permissions and click on client permissions I get: attempt to log on to the Microsoft Ex srv computer has failed. Mapi provider failed. Microsoft Exchange Information Store ID no:8004011d-0512-00000000 ID no: c1050000 Exchange system manager  (clicking directory rights or administrative rights is no problem)

Some more info :

Through OWA the public folders are not accessible, neither through Outlook.
Going to http://ip_of_exchangeserver/public works.

In Exchange System Manager I cannot open the "client permissions" of a public folder. Maybe someone can tell me I can reset all permissions on the public folders ??

I read the kb and we indeed can open "client permissions" on a folder in ESM. But rights are set for everyone (list, read, ...)
We also found pfdavadmin...
and now looking with mapi editor, but no positive results yet.

example of mapi editor error:
Type: PT_ERROR
Other Names: PR_ROW_TYPE, PidTagRowType, ptagRowType
DASL: http://schemas.microsoft.com/mapi/proptag/0x0FF5000A

It's like it does not know the default public store.

Who has some more tips or have had the "same" problem?
