FIle Permission Issue

Hello All,
This is going to get wordy so bear with me. We are currently using DFS and Access Based Enumeration to access our data. Our help desk staff needs full access to these folders to be able to add permissions to folders. They are all part of the 'helpdeskadmin2' group. I have added rights to the folders located on the server they are located on. I have added them to the DFS links using cacls. Whenever they try to add or remove security the option to Add or Remove is grayed out. I tried creating a new group called 'helpdeskadmins' but the issue still occurs. Now then, i have added a test account that i have used for years to the groups and it CAN set permissions. So i then created a brand new test account and added it to the group and that didn't work. I don't know why this is happening. Any help would be greatly appreciated.
