Microsoft CRM 4.0 Quick Campaign stuck at pending

I have set up a quick campaign in MS CRM 4.0 using an advanced find to set it up.  (2000 contacts).

When the campaign is set up, it is staying at pending rather than completing and setting up the calls.

I tried the solution before I got the answer...but that was the problem.
