best drop down menu advice

I want to make a simple drop down menu in a page to select email templates. The selected template should then be copied to 2 fields: the fEmailSubject (input) and fEmailBody (text area).

what would the best way to do the drop down menu? the top level "Templates" should not be a link. The (verticle) drop down should show up on hover and on click should poplulate the form fields.
