send instant message to a domain PC

Can someone tell me a good way to send a instance message to a domain PC - assuming I know the PC's name and IP address.  I have tried net send but not successful.  

We use WIN2K3 and WINXP environment.

nav2567, you will need to make sure you have the "messenger" service running or you won't be getting messages.

Check services.msc from start > run command window.

Are you interested in 3rd party apps?  Budget?

Should have refreshed but oBdA got me.
NET SEND is disabled by default - at your own risk to can enable it

Right-click My Computer, and click Manage.
Expand Services and Applications, and then click Services.
Find Messenger and double click it
On the General tab and select Automatic from the Startup type list and APPLY
Under Service status, click Start, and click OK
 
you need a command line tool?
If you dont want to use net send or msg. I have often used the shutdown command this especially nice since you cant close the message box and seeing that the computer is shutting down will usually get the users attention pretty well.

The two commands below can be used to start and stop the shutdown message.
shutdown -r -m \\computername -t 999999 -c "Your comment goes here"
 
shutdown -a -m \\computername
