Hard Disk Recognized in BIOS but not Windows SETUP

I have a laptop which has a Hitachi 160Gb Travelstar hard disk. It was working ok until a few days ago before it decided to no longer boot into Windows XP, neither Safe Mode. It is recognized in the BIOS ok and passes the manufacturers disk tests which are done via a bootable CD. However on trying to re-install the OS from the Retail CD, the Windows Setup program does not recognize that the drive is present. I also tried Windows 2000 and even Windows 98 but all to the same effect. I have also used other bootable CD test programs and each time shows up 100% good. Preferably I would like to retrieve the data but am now wondering if the only way foward might be a low level format? Would be grateful of any other recomendations before persuinig this route. Thanks.
