Outbound partners?

I'm having a hard time figuring out exactly how to initiate an outbound partner replication event.

When forcing an inbound event I can type Repadmin /showrepl and see the last success date updated for the pull I just initiated.

However, when running Repadmin /showrepl /repsto to view outbound partners, their updated status shos 3-5 hours old. I tried everything to update them includng sycall commands with no luck.

The only reason I'm trying to do this is to fully understand how outbound connections work as apposed to inbound since outbound partners create rpc lsass threads in parellel as opposed to serialy like inbound partners do.

I use to think inbound replication was outbound to the source DC (inbound partner) but I don't think this is true anymore. DCs showed some intrasite partners also as outbound partners which alo threw me off. Also, some spoke sites had no outbound partners.?

I did some googling however all explaations where very simliar and really didn't explain it so well

Ohhh okay.

Thats why Repsto says "Outbound partners for change notifcation"

So I'm asusming what happens when say a hub has an object update, it will notify it's partners and ask for them to pull. Multimple partners means multiple parallel threads because it's notifying it's outbound partners at the same time.

Correct me if I'm wrong.

How does it choose who it's outbound partners are?
This question superceeds the other two questions.

Change notifications are disabled intersite. Thats why it's outbound partners always seem to be within the same site. Correct?
