How to: File server migration to MS Cluster with SAN?

Our site has two new servers to install as a MS 2003 Cluster.  We currently use a 2003 file server that will need to have shares/files migrated.  The files are located on our SAN.  

My question is what's the best order/method to go about clustering?  

Build cluster first, connect to SAN later?
Or connect server1 to SAN, server2 to SAN, then build cluster?
I still have a lot of reading to do obviously.

I found the share/file migration tool (FSMT 1.2) from Microsoft.  That will come last.  Its suppose to work with clusters apparently.
