Acer Aspire 1652WLMi - Keyboard/Touchpad problem

Hi all,
I have a an Acer Aspire 1652WLMi that I'm trying to fix and here's the problem i'm facing.

Before I describe the problem I'd like to mention that I have already cleaned out any dust that might have been in place, I reseated the memory, HDD, keyboard, touchpad, monitor, and checked for any loose cabling or screws.

The problem is with the keyboard and touchpad, but not all the time.

For example, when running any type of live CD  (ubuntu, UBCD, Hiren's) the keyboard and touchpad work just fine, for however long periods of time. Everything's just perfect.
When I try to install any version of windows (I tried WinXP Home, Pro, WinVista Ultimate, Win7 Ultimate), the keyboard and touchpad will work fine up until the point where windows starts to install drivers. It first became apparent to me when the user is prompted by WinXP installation to enter a Name and Company and so on.

Note: External mice and keyboards work just fine even when the internal do not.

So I plugged an external mouse and keyboard, and I went through with the installation of Windows 7, to give it a try and this is what I got.
There is a 2-3 second delay between touchpad movements and keyboard strokes. And they're not even smooth. You get the last position of your touchpad movement, and just one keypress of whatever button you press on the keyboard.

I downloaded and installed the latest BIOS from acer's site, but everything's still the same.

Any ideas would be helpful.
