Spinner image in a slideshow

Given the following spinner image:

How can the said image be placed in a white background and made into a bigger 250x350 gif or jpg fie for use as the 1st slide in an ajax  slideshow?

you cannot enlarge a gif without pixelating it; jpgs do not support animation

Any way to get something done like I requested?
Doubtful; A) Significant amount of work; B) Unlikely to be identical to what you've shown; C) The object shown is square but you've asked to distort it to 250x350, why?
Need clarification: AJAX Slideshow, what are you referring to? Is this a Dreamweaver question? Does it pertain to Image Viewer, a web photo album, an AJAX plugin, or something else?

Let me clarify what I need. The spinner is going to be kept the same size but laid on a white background. The whole thing will be a 250x350 gif or jpg file that can run and be previewed on IE or FF. 250x350 is the size for the slideshow. This once done, the rest is not a problem. Thanks again for any help.

you have to import the gif into flash, resize the canvas, align the image in 31 frames and then publish as gif
