Block PST creation/addition with GPO/Admin Templates

I am trying to determine the best way of blocking PST files from Outlook with a GPO. We are using Exchange 2003 and Outlook 2003 clients.

When I add the Outlook 2007 template, I see two options I need; Prevent users from adding PST's to Outlook profiles and Prevent users from adding new content to PST's.

These options are not available in the 2003 Admin template. I need to block the addition or creation of new PST files as well as block them from being added to Outlook. I would also like to block the ability to add new content to existing PST files.

We are implementing a new mail archiving system that will pull all PST files into the system. The ultimate goal would be to block all access to PST files altogether.

Are you familiar with this one? Will I need to use both?
I believe it depends on which version of Outlook you're using.  The link I posted was specifically for Outlook 2003 while your link was for older versions.
