When running scripts or exe files in Windows 2008, it displays a warning that the file is not signed (unknown publisher). How do I disable this?

I tried Control Panel -> System -> Advanced -> Performance -> DEP -> Turn on only for essential Windows programs and services.

But it still warns. I would like to turn it off completely.
