I currently have Access 2003
Can sql server express be used the same as access 2003.
EXAMPLE:
If someone else has sql server express.
Can I give them a database application the same as I can share with access 2003 ?
Is there a gui interface to build applications, like you can in access 2003 ?

No, sql server is a pure backend, but you can connect to that using the access front end or any other programming languages like vb, c++, vc++, .net, asp ...
