how to create weekly task in outlook
I have some task that I have to do often in a week in a time. How could I add it to outlook just one time , and outlook will automatically add it to other next weeks?

Choose the day you want it to be and then use the Recurrence option to specify Weekly and which day/time you wish to perform that task.

It only allows me to chose start date, not start time. You can see in the pictured uploaded.

Tasks are not time-determined. Use calendar and create a task you like in specific day and time of the week. Then use same recurrence option to specify time.

what do you mean? In outlook, just only appointment could be assigned time. DO you mean appointment?
Yes appointment in calendar.
