ESX Host cannot DNS

I changed the DNS servers inside of the an ESX host using the VI Client and DNS no longer works.
 I can ping other nodes using their IP addresses.
Can someone shoot me a 1,2,3 on some basic debugging steps?
I can ping the DNS server using it's IP address.

Is there a IP-based firewall in between the ESX host and the DNS servers?

From the ESX host, can you telnet to the DNS IP address port 53? (Port 53 is normally used for DNS lookup/requests)

Also, did you restart the Network and Management Agent on the ESX host after you made the IP address changes?

When attempting to telnet I get - "Command not found"

I did restart the network and management agent.
