This used to work for Vista ... you can try on W7.
Copied from another forum:

CAUSE
This behavior may occur if a third-party version of the Wsnmp32.dll,
Ntprint.dll, Tcpmib.dll, Mgmtapi.dll, or Snmpapi.dll file has been copied to
the %SystemRoot% folder.

RESOLUTION
To resolve this behavior, rename or delete these files in the %SystemRoot%
folder. These files are taking precedence over the Microsoft-supplied file in
the %SystemRoot%\System32 folder.

I found the Snmpapi.dll under the root folder, renamed it (for safety
reasons) and it worked like a dream.... didn't even have to reboot. I was
able to configure my port, correct the IP address and now my printer works
again... Hope this helps anyone else who has this problem.. Have a
wonderful day ... I know I will!
Great way to repeat what i already wrote ;)
sorry wraith ...I did not try your links and have really no idea what they are about. If its double then sorry. You can have the pts. ....
Not a problem at all :) just happens for me alot :P The important part is that he got it working! :)

yep i did thanks a lot the both of you...
The one problem with your post "Wraithbone:" is this.

"Please rename the files in sytem32, and let the default .dll's take over."

You want to rename the files in %SystemRoot% NOT %SystemRoot%\system32

System32 has the correct files. %SystemRoot% has the incorrect ones.
